أبرز محاولات التفسير جاءت من المدير العام للنظافة والإصحاح البيئي بأمانة منطقة حائل و الذي قال بأن حقيقة السمك الذي ظهر أثناء الأمطار التي هطلت على منطقة حائل الأسبوع الماضي تعود لما قبل 14 عاماً عند انتشار حمى الضنك، حيثُ قامت أمانة منطقة حائل حينها بإجراءات أولية للحرص على عدم وصول الحمى الى المنطقة.و قامت أمانة حائل حينها بإقامة أسوار حول البحيرات الطبيعية بتسوير البحيرات التي تصب بها مياه الأمطار،ووضع أكثر من 1000 سمكة للحد من انتشار الباعوض. و قد افترض بأن السمك قد تكاثر مع الوقت، وطفح مع تساقط الأمطار الغزيرة إلى مجاري الصرف الصحي.
