Public health laboratories in Ukraine and elsewhere are testing pathogens and toxins to understand how they work, their effect on humans and animals, their transmission routes, and ways in which their harmful effects can be counteracted by medical treatments. The World Health Organization did not say which pathogens could be used in biological warfare, which Russia has long claimed to be in Ukrainian laboratories that receive US support.

According to the ministry, the goal of the project was to study the possibility of spreading high-risk infections through migratory birds, including the highly contagious H5N1 influenza, which has a fatality rate of up to 50%, as well as Newcastle disease.

For his part, UN spokesman Stephane Dujarric said (on March 10) that the World Health Organization, which works with Ukrainian laboratories, had previously stated that it was "not aware of any activity by the Ukrainian government that is inconsistent with its obligations under international treaties, including chemical or biological weapons.
